Tallahassee Police Give OK to Backyard Nudity

After two people were arrested at 3AM for swimming nude in an apartment pool, a Tallahassee TV station offered the following advice:
In your backyard it's fine...but police urge people to not do this in a public place, they will not tolerate it.
So, it seems pretty clear to me, it's OK to get naked in your own back yard. What else could it mean?

Most places would not tolerate it unless no one can see you from private or public properties nearby. That is very surprising to me that the news cast would say that. I read somewhere that in Utah it's even illegal to sleep without any clothes on in your own bed in your own house. But that's Utah, where it's practically illegal not to go to church on Sunday.

Truly, it is clear and always has been to me that the laws that states create are to stop us from having our liberties. I always find it funny and fascinating how that works. I may be wrong but there are no federal laws that say we cannot practice nudity, only state and local laws and ordinances and someone seemed to think it was OK for the locals to have higher say then the Bill of Rights.
